Lisa came to work for the IRS in Customer Service on January 3, 1983. She has been a member of the union the entire time. In 1986, she married then fellow CSD employee Mike Muscarella (who has now retired from the Service). They have two adopted children, both girls, born in 1989 and 1998.

In March of 2000, Lisa came to work for the Taxpayer Advocate Service, and became a steward in April of 2000. Lisa became a steward because the union has helped her through some difficult situations in the past and she wanted to give something back.
