| Recently,
there has been some progress made in this area.
NTEU and IRS have agreed to begin talks on a
"Language Proficiency Pay". NTEU
previously negotiated a similar program with
Customs that works well. The only source of
compensation for this skill at this time is
through the negotiated awards program. Unfortunately, every year some bilingual employees are still being denied their award based on the same myths and misinterpretations of the bilingual awards article. Let me clear-up some of these misinterpretations: 1.) Employees can receive both a performance award and a bilingual award. 2.) An employee in a bilingual position can receive a bilingual award. 3.) The funds paid through this award program does not come out of their manager's pocket. This is a negotiated agreement and the funds have already been set aside to pay these awards. It seems that the problem on properly obtaining the bilingual award appears to be even more wide spread this year than in the past. In an effort to remedy this situation, NTEU Chapter 46 has filed a mass grievance on behalf of 39 of our employees to obtain the awards they are entitled. This grievance is now proceeding to arbitration in an effort to continue our battle on behalf of our employees.l |
